You take off your underwear, wipe your bum with that and then thrown the undies away...not down the toilet of course.

If there is another person in the rest room with you ask them to hand you some under the stall door or side.  If not then use any kleenix you have in your pocket or purse, open the stall and retrieve either tissue from the next stall or paper toweling.  do not flush the paper toweling but place it wrapped in more paper in the waste recepticle.  Upon exiting the rest room find someone of the staff and inform them of the lacking essentials.
