  1. Because edema occurs when fluid spills out from capillaries into the interstitial space. There are two forces that determine this. Hydrostatic pressure and oncotic pressure. When blood pressure increases, that is the hydrostatic pressure that pushes fluid out into the interstitial space. When blood pressure decreases, that force decreases and the fluid doesn't get pushed out.
