What would you learn in a course called "Basic Design"?

but i believe that it is exacly what people need.

It all depends on what type of design course but generally, you may expect things along the following:

display ads and fliers

logos

newsletters

brochures of all kinds

business cards

letterhead

magazines

newspapers

labels and packaging

books, book jackets
