I have to admit I don't know what a reform grant is, but if you need help getting your business started, there is a ton of help available through the Small Business Administration.  I suggest you start with a phone call to the SBA Answer Desk: 1-800-U-ASK-SBA (1-800-827-5722).

You can also send e-mails to: [e-mail] or visit their Web site http://www.sba.gov/  But there is actually so much help available (information, loans, training, you name it) that you might have trouble taking it all in without speaking to someone first.
