What would you put in a loot bag for a 1yo birthday?

i need a little help thinking about what to put in a loot bag for a 1year olds birthday.

there are kids ranging from 7months-16years

I would give the gifts to the younger age group

for the younger age group maybe

Some bubbles(doller store)

Small soft toy

Snacks

Can you separate the loot bags into groups like 4 and under and 5 and up? I think it would definitely be easier that way. As for the younger children's bags, I would suggest things like:

Healthy snacks (100% fruit snacks, crackers, etc.)

A soft, small toy (miniature beanie baby, small doll, rubber race car, etc.)

Small, soft books (often have at the dollar bin at Target)
