Forgive me for not knowing the exact years.

A P series Vespa may be what you're talking about. The spare tire is located under the left cowel (if you are sitting on the bike). They were first manufactured around 1978.

Vespa has put spare tires on a couple of models throughout the years. There are 1960s era Vespas with a spare tire behind the leg shield (where a glove box would be placed). Vespas are just designed for ease of maintenance. Well, older ones were at least.
