What year did boat companies start measuring HORSEPOWER at the PROP?

Hey folks,

I am looking for outboard motors, I was advised the older models had the horsepower measured and the flywheel...now they measure HP down at the propeller..what YEAR did this start happening? Ive got my eyes on a 25HP johnson from 2000..whuddya think?

the year was 1987.  A 2000 year model 25 horsepower will be 25 horsepower at the prop.

i believe it was the mid 90's, when they atarted rating at the prop
