What year of school is the last that you can transfer?

i want to transfer colleges. i currently attend one in the city, and my grades still aren't where they should be. i think i may need one more year of school to raise my gpa but I don't know what year of school is the last one before you are allowed to transfer. I currently am working with Doctors doing clinical trials on cancer and I was thinking maybe that would have some leverage. any thoughts or ideas?
