Billy Burke was the first to win a major "1931 U.S. Open"  using steel shafts.

I don't have the exact stats, year, winner, tournament etc, but it would have been right after WWII probably 1946 or 47.  Before that hickory was the prevelant shaft, and steel was frowned upon.
