  1. You should not do anything in a panic.  You should not enter buildings.  ANd never enter an elevator where you will be trapped if the electricity gets cut off as it is supposed to, or the build loses enough plumb to tilt the elevator shaft.

    Keep you eyes open and looking upwards toward thing they may fall onto you.  Most building do not just instantly collapse.

    They usualy start to fall slowly and gain momentum.  If you can force yourself to act intelligently you will likely have time to save yourself- unless you are in a crowd which tends to breed panic.

If you are indoors, you immediate attention should be on finding a place where you can be protected if the building does collapse partially, such as underneath a sturdy desk.  You want to be away from windows, glass, sharp objects, and anything else that could fall on you.  Standing next to a bookshelf with tacks on it underneath a chandelier would be a bad idea.

    It can also help to hold on to something, sit down, or crouch (on your knees, head between your knees, hands covering the back of your head and neck) to keep your balance and to protect the vulnerable bits of your body.  Your head, neck, and spine are the big things here.  Keep in mind that your spine can take a lot more than your head or neck, and that you'll possibly live if your spine is damaged, but your chances are a LOT worse if it's your neck or head that are damaged.

    If you're outside, get away from anything that could fall on you.  Power lines are a big thing to avoid.  If you're in the middle of a city, however, getting away is going to be hard--your best bet might be to find something to get under to protect yourself from things falling from the buildings.

    As the earthquake calms down, don't leave your safe spot!  Be ready to look around and respond to any emergencies, but aftershocks are common, so you want to be able to keep yourself safe through them.
