It reminds me of the dance and song for "Samba de Janeiro" which came out in like 1998 around the same time as "Ricky Martin's Cupa de Vida - World Cup"

To be honest, I feel like they are trying to high five each other on beat.  

I don't know, it looks like something people would have done in the sixties just a lot faster.  I can see a lot of people getting pushed and shoved in a crowded room.
