the only diffrence i see between the twon is that the Special Edition has i think more features  and maybee a longer story line

According to IGN, the special addition removes the "Hot Coffee" incident and is rated "M" instead of some that have it Adults only. Also includes "Sunday Driver", which is a documentary film about a lower rider car club in Los Angeles as well as "The Introduction", which is a video recapping the major story events up to San Andreas.
