usually its a mini-usb style cable that has RCA (red, white, and yellow connectors) on the other end. its just for using your tv's input to display videos on your camcorder

It is a cable which carries the audio and the video from your camcorder to an analogue device such as a TV or VHS recorder - often (but not always) terminated in a red, yellow and white RCA connectors.  

It can be used on some computers but usually results in a low quality transfer.

yes it is to hook up to a television set, BUT

your TV has to have video input. if your set just tunes TV channels with no video in, you are out of luck...
