Whats a Dead TORRENT>?

okay, the download torrent is stuck at 99.7 percent and everybody is also stuck that same percentage of the file. nobody seems to have 100% and nobody is seeding to those at 99.7% only those at 99.7% is seeding to those who just started downloading until they are the same percentage then it stops. so what can i do to make ppl seed or something to complete it? also answer my other questions please

You answered your own question.  It's a dead torrent because either the person that uploaded it to begin with only got that far or the last person to seed it stopped it there and for some reason other people are still seeding it hoping that the person with the last .3% comes back.

You can't make people seed it - you can ask them on the page you got it from to - but chances are they won't.
