Whats a better place to raise kids : Ottawa or San Diego ?

i need whats better at education , taxes , crime , healthcare etc !

i've never heard of ottawa but san diego isnt such a good place i lived there for about 4 years and then moved down to texas but depending on what part u live in makes a complete diffrince on how u are raised so i guess ottawa is a good chocie but then again i have never heard of it:)
