Whats a cheap high quality all purpose bike?

I'm only going to ride around a paved road so nothing for things like mountain bikes. It should be around the price range of $150 or below.

i the that a bmx bike would be beast because there esey to ride and you can do cool triks on them.

You will need to nearly double you budget.  I know what you are thinking, but if you spend a little more now,  it will save you in repairs later.  Plus you will have a better performing bike.

Dave N's right. If you spend the money now, you'll have a very low maintenance, longer lasting components on a quality frame. However, for $10, you can find older bikes of similar quality on craigslist and/or recycler.com. Ebay is another place.
