Since the olympics are happening right now, go with that theme. People can dress representing their country, a favorite sports team or athlete and you could have food from different countries. I attended one recently, it was a lot of fun.Happy Birthday! You're almost legal!

camouflage/army.  Easy costumes and easy decorating and easy favors.  

60's, hippie, woodstock.  Again super easy to do.
