Whats a fence?

i always here people talking about fences with horseback riding.

The material that is used to contain your horse...could be wood, wire, electrical hot tape...etc.

Could be just what they call jumps that horses and riders jump over...

they're more than likely talking about jumps

Like fences to keep the horses on your property and not on the highway. They could also be talking about fencing on horseback which is a form of sword fighting.
