My daughter is that age, and this is what she's been giving all her friends for their birthdays:

She gets them a cute bag - not a purse, but the kind you could take to the pool or amusement park or sleepover - and fills it with some of the following items to match the bag:

Flip flops

Sunglasses

Cheap but cute jewelry (earrings, necklace, bracelet)

Magazines (Cosmo Girl, Seventeen, Teen Vogue)

Their favorite candy or gum

Other cute little things she happens to see or think of

It's not an expensive gift, but it looks really cool when everything matches.  And her friends always love it.  Girls that age are always needing a bag to carry a change of clothes or whatever to school, sports practices, etc.
