Whats a good fan/anything to keep my place cool?

My utility bill went up like gas prices and I need a good way of cooling my apartment. not very big but I need something will COOL it down, not just blow the hot air around.

  1. a watwer cooler very inexpensive at target


  2. leave your windows open at night and close them in the morning when the sun starts to come up, then don't go in and out so much letting in all that hot air.
