Whats a good mix of speakers and an amp ?

I'm hopefully getting 4 speakers, 1 sub and an AMP, could someone tell me how many watts each should i need? i have a limit of $500 or less on this, and seeing its going in my boat i need it to be marine grade.

i'm think of placing the marine stereo in a sealed compartment so it doesn't have to be marine grade.

i'd like the stereo to have good bass and be able to be loud.

dont get so many speakers...2-3 can be enough and it should be only a pre.A battery would be good for the stuff..i would more than 1 amp if theres any left over $. and what sealed compartment? cuz once the water get in there and sticks and rusts ur amps,speakers and subs itll die out or go a lil off
