I suggest that you use lombre or gyarados.

I suggest Goldeen because when it evolves into Seaking, it will naturally learn Waterfall.  Which is a useful move to have in the game.

If you started with mudkip it's good, it will eventually evolve in to the fierce swampert,or ludicolo (evlove from lombre with a water stone,get a lotad it's the first evolution of ludicolo), milotic, or if you want a dragon water then a kingdra (not sure where to get it)

you can try to get mudkip, trading with your friends. or another good one, well actually scrap that. all you really need is a little money and just about ANY wqater pokemon. just buy them the attacks you want them to have,or get them a special way. need help finding them? just go to IGN.com
