  1. Sewage pumps are designed to pump liquids and liquids containing suspended solids.  The amount and size of the suspended solids is usually specified by the pump manufacturer.

If it is required to pump sewage with a larger density of solids (i.e. sludge) or a larger size of solids than the pump is rated for, then fresh water must be mixed with the sewage (at the pump) to dilute the density of the solids and possibly reduce the size of the solids.   The requirement for a mixing valve has nothing to do with the volume of the tank -- it has to do with the pump capabilities.

The mixing valve allows fresh water to flow into the sewage to dilute it.  Some mixing valves will also prevent back-flow of sewage into the fresh water.
