There are a lot of student exchange programs that have summer programs. Id look into ASSE, YFU, and maybe rotary.

If you are still in HS, I would recommend going with Abbey Road Programs.  This company sends students abroad for the summer and they have 3 programs in Spain.  They have a very good language learning method.  Their programs are very intensive, yet you are not stuck in a classroom.  You actually go out into the city and learn hands on.  I did their program when I was in HS, and in the month I spent there my Spanish improved dramatically.  Check them out!  Their programs are based on how much Spanish u've already taken.    Hope this helps! :)
