Somebody saw something in they sky, and couldn't tell what it was (that's all a "UFO" really is).

The story was then picked up, exaggerated, and repeated endlessly by the inhabitants of the Looniverse (AKA UFO enthusiasts) and a lazy, sensationalistic media.
