both places have extremely good scenery and LOTS of opportunities for fun. However, sad to say, both states have bad infrastructure and industry.

i think Kerala is better option as Goa would be much more crowded compared to Kerala.

As far as having fun is concerned, Goa is better.  However, if you are looking for enjoying natural beauty,Kerala is best.

If you are going for long time on your vacation then Kerala is a very good for fun, because Kerala is a large state for tourism purpose and If you are going for short time then you should go to Goa because Gao is small fun palace,

Both Kerala & Goa rich in Natural Beauty...

Goa... rich of pre-portughese cultural memories too.

You will find lot of enchanting beaches (really feels like some foriegn countries...), old churches, temples etc, hill & forests... lot of wine, night ride by musical boat in mandovi river.

Kerala is entirely different.

You will find lots of beaches (not like in Goa), from the starting in north (Bakel) to the south Kovalam.

Hill Stations & Forests like Wayanad, Muthanga, Silent Valley, Thekkady, Nelliyampathy, Parambikkulam, Munnar, Peermedu, Devikulam, Ponmudy (south end), etc.

Waterfalls like Athirappally, Thusharagiri (Kozhikkode dt).

Backwaters (house boat is famous) in Ernakulam, Kottayam, Alappuzha, Kollam Districts... Even you can find musical boats on cochin backwaters now... (to memorize the boats in mandovy - goa... lol)

Forts like Bakel Fort, Kannur, Tellichery, Palakkad etc

And much more... Thus in diversified beauty, kerala is better than Goa.
