A government peace panel signed a memo of agreement with Southern separatists.  The Philippine Supreme Court stopped the government from concluding this deal, which is unconstitutional since it provides for the creation of a state within a state.  Now, the Executive Dept. is using the military conflict that ensued to press for amendments to the Constitution, highlighting the need for a federal form of government.

Regardless of the President's strong hold on the House of Representatives, there is no chance any constitutional amendment shall be passed by the Philippine Senate, which is by majority Anti-Administration.
