Well aside from being a quote from Shakespeare I think it essentially means to behave in a frivolous, even goofy way.  In Hamlet's case it means to act crazy, and I do mean act because I have never been convinced that he was in any way insane,  I think he just behaved that way (deliberately) in the face of great adversity.  Ophelia is a different matter but then she could never be described as antic.  I'm sorry, I'm a bit off topic.  Antic is defined both as a grotesque caper and as foolish or amusing behaviour.  Take your pick.
