Whats it mean when someone offers too many handshakes?

yeah what does it mean when someone offers way too many handshakes to their friends and such?? does it mean that their trying too hard to try to get attention and be good friends with the person or what?? because theres a kid at my school who always gives out handshakes to people but they never really seem to offer the handshake first... so what does that tell you about that kid? does it tell you hes trying to hard to try and fit in?

I imagine it means he's either from a different culture or his parents always insisted that he shake hands with everyone. There's really no problem.
