First, laws are not "enforced" in the amendments to the U.S. Constitution, but rather authorized or prohibited.  Second, Congress (and state-level legislatures) then passes laws to implement the constitutional authorizations and the justice department (agency of the executive branch) decides which laws to enforce.

    The XIX Amendment dealt with the right of women to vote, and specifically pre-empts state laws as well.  Look up the link and decide what it means.
