Whats makes an engine modification legal or illegal?

Im from ohio and i was just watching true life street racer and the cops pulled people over and were talking about illegal modifications and stuff. They also said that the people will get fined and all that. What makes it legal or how do you make it legal????

There is minimum ride height requirement, exhaust decibel requirements, window tint requirements, SPEED LIMIT requirements, etc.

They must've done something to bring attention to themselves.

I'm all for mods, but when you drive UNSAFELY, then it's time to pull over to the curb.

I think's it's primarily to do with safety reasons. First thing that comes to mind is tinting the windshield because it makes it hard to see, or taking off side mirrors etc. There's alot of reasons a car would be considered illegal because it impairs your ability to drive safely.

On a less important note, there's also sound and emissions regulations, but those can't be evaluated on the spot.

Anything that causes the engine to exceed the emissions limits for the year of the vehicle.

cali is a big baby when it comes to racing cuz they have such a big problem with it...but apparently in cali ur cross member on the chassis has to be 9 inch's off the ground at least...and most of the others are all emissions i believe..theres probably more dumb laws out there..
