  1. It only means that transport has to run a reduced service.

    This law has been recently voted because railroad men, bus drivers and pilots were on strike very often, and the country was paralysed.

  2. the "service minimum" is the idea that in some parts of the public activities, when state-owned enterprises have monopoly in an activity (= mainly public transports, education, hospitals...), even if there is strike, the State can oblige strikers to work (and work at least to help ppl and give a public service = "service minimum").

    so, in transport strikes (metro or trains), that means that even if there is a strike, there shall be some trains and metros (at least 1 metro / 3).

    it's nowadays a very popular idea, especially for the right-wing (= conservatives) in france, and especially in paris (where lots of ppl use public transports). mainly cause the employees of the state-owned enterprises are SAID to be lazy and striking for nothing.

    recently some laws called "service minimum" were voted for public transports and education. but in fact they are not "service minimum" laws, because that would destroy the strike right... and would be unconstitutional (strike right is written in the french constitution)...
