Im currently doing 26 hours a weekand i need to know whats the regulations hours im supposed to do because its too much for me juggling college full time and work part time

He means he's in first year of college (full time) and also works 'part time'. The part time job is 26 hours a week - the recommended hours for someone at college is maximum of 10 (15 for university students), therefore is working over double.
