Whats some of the easiest ways to remove paint from concrete blocks

my basement is leaking and i want to get all of the paint off the blocks and then seal up everything

There is NO easy way to remove paint from cinder blocks.  All those nooks and crannies make it really impossible.  So really, short of a lot of sand blasting, it ain't gonna happen.  Even if you could soften the old paint, you can't scrape it.

Still, a really good sealer will do the job on top of the old paint, since it bonds so well.  Try Zinsser Watertite.  It's a great product line.
