Well, then the college offering the degree will have their own detailed description.   Architectural engineering to my mind is working on buildings while they are being designed to ensure that the design will have the structure inside to stand safely under expected conditions.   Construction engineering would be the management of construction, including material flow, materials handling (cranes, forklifts, etc.), human transport and safety, planning for testing of materials and methods actually used including working with government inspectors.  One or the other or both of these has to work with the fabrication shops if something elaborate is being done - special beams, skin shapes, cantilevers, etc.
