  1. Almost no projectors have a TV tuner built in. There are a few ways you can get it to play TV though.

If you have a Sattelite/Cable tv decoder box, simply plug this into the Composite in (Red, yellow and white connectors) and you're away. If you don't, there is still hope. Many countries, including the UK where I live (i can't comment on other countries, I don't know where you are) are starting to roll out digital TV through an arial, and since most old TV's (and projectors) don't know how to decode this, an external tuner will be required. These normally cost only about £20 ($40-45 i guess) and would work in place of a satellite/cable decoder.

The third way, in countries yet to have implemented digital terrestrial TV, or where external Cable decoders are not common, is to buy a cheap, used VCR. Doesn't even need to play cassettes any more. It will have an analogue TV decoder (and in countries which don't use digital cable, often a basic cable decoder too), and will also sit in place of the sattelite/cable decoder box.
