One of many Western European countries such as Norway or Germany. High standards of living, freedom and nice places to live in general. In regards to best, it relates more to your personal tastes.

To the guy above, New Zealand does not have high living standards, maybe you're thinking of Australia.

i live in ireland and it is good and historic and stuff but not that much facilities!!! i want to move to the states when I'm older probably nyc!!!!!

England.  We have a good environment, history, democracy, good standard of living, good social and leisure amenities, lovely scenery and wildlife, few natural disasters etc.
