It depends what you want to capture to video.

If the video has anything to do with audio that is really soft, you will ned an external mic.

If any of it has to do with audio that is really loud or really soft, you will need an external mic and manual audio control.

"Somewhat cheap" is a relative term. The least expensive camcorders with a mic-in jack only are the Canon ZR800, 900 and 930. The least expensive camcorders with a mic-in jack and manual audio control are the Canon HV20, HV30, Sony HDR-HC7 and HC9.

You will also want a tripod, an external mic (there are many different kinds, including, but not limited to shotgun, lavaliere, stereo...) and maybe some other stuff.
