There is no "best" linux. Nor is there a fastest one. It all boils down to preference and software/daemons you have installed.

Debian seems to be the most popular one if you calculate the distributions that use it (even ubuntu is build on top of it).

fastest are the tiny distros like dsl, puppy, and slitaz. best in my opinion is linux mint
