It's a free chess server far better then many you'll find online. Not only does it have classical chess, but many chess variants as well. Such as Wild, Atomic, Random, Blind, and Loser. All you do is sign up, download their client and you're ready to play. It started in September 2007, so the server is fairly new. Many of the players are from Spanish speaking countries but they do have both an English channel along with their Spanish Channel.

I don't know if there is any "best" site.  It depends on what you want.  The yahoo site and msn site are both good as are pogo and many others.  Here are a few links.  Have fun.
