Go to download.com they have loads of free programs and you can read the reviews before you download.

photofiltre is great.. its sort of confuzing but you get the hang of it.

picassa is good for focal black &amp; white.. but other than that i recommend photofiltre.

defenatly  photoshop! its a really cool picture editing program! the best I&#039;VE used! And its free!
