I have eczema and it causes my scalp to be dry and irritable. I want to choose the best ointment for my scalp to help stimulate it and grow hair fast.

I have never heard of a product that does that.  But you could try doing a scalp massage to stimulate hair growth like the hairdressers do when the condition your hair.
