Whats the best used car, under $4000 with the best MPG and safety?

i want a car with good MPG, pref above 27, and good safety ratings thats under $4000, i dont mind mileage and year.

a  VW beetle. because they are cheap on maintenance and are the best for your buck when talking about MPG'S/ good luck with that!

just get a used motorcycle, lots of cool ones for under 4k that get over 40MPG, and almost all those motorcycles are way cooler than ANY car with equivalent fuel mileage.

Honda Civic. It will last forever if you take care of it and has great gas mileage. Or you could look for an Accord, I think they're a little more safe but they don't get as good gas mileage, I think they average around 25mpg. I just bought a '97 Integra for $4000 and it gets great gas mileage between 25 and 30mpg and is nicer than the Civic I just sold and is more safe.
