there is a train from heathrow into london  or if you go to main advice desk there is a bus that goes into london

if you want to use public transport, the best way would probably to get the Heathrow Express train into Paddington, and from there get the tube, the Circle (yellow) line round to Westminster ... then it's a pleasant scenic walk across Westminster Bridge to the hotel on the other side of the river

the other way would be to get the tube from Heathrow, the Piccadilly (dark blue) line ... you would need to interchange onto the District (green) line to get to Westminster

unless of course if you've got a lot of luggage you might want to get a taxi, at least for the last leg of your journey (but definitely DON'T get a taxi from the airport!!)

as I said in answer to your other question about Eurostar, print out the tube map before you come and study it

the two stations near to the County Hall Hotel are Westminster (on the north bank of the river) and Waterloo

also on the tfl website, look at Oyster cards ... you'd be well advised to get one on arrival, put some credit on it, then you can use it for all public transport
