just go up to her and just start talking and make jokes (not rude ones) and get her to laugh and then say that you should hang out sometime, and if she enjoys your company then she'll probably be like "yeah! that would be way fun!" just make it casual

Ask her out, be friendly.  Give her compliment how well she looks.  Try to have fun, be yourself.  Since she is under age you can ask her if  you can  visit her like a friend and play some game that she likes.  Be nice to her parents.  You can also ask her about some subject that likes or what kind of music she likes.

It works because it shows confidence, and is a great way to start a relationship. Don't expect an answer right away, tell her that she can have a day or two to think about it, and then just wait.

If she doesn't come up to you right away the next day, just be ready for rejection, cause that is most likely coming.

It depends on her personality. If she's shy you have to be more carefully about seeming too forward, but if she's outgoing that might not be an issue.

I say the best way is to ask her somewhere casually first, like a movie or bowling with a group of people, and then if she says yes and enjoys herself, step it up to a movie or something where you'd be alone. I think if everything goes well those times then you're in the clear to just ask her out.
