Whats the best way to hook up my laptop...

(inspiron 8600, xpsp2) to a tv/monitor, for watching avis etc ?

Go to a hardware store like home depot and get some hooks and screws.Find the ideal location in your house and mount them and then you can hook your laptop.

I believe you are referring to an IPTV system using the "ADSL2+/VDSL2 Interface Specification" (AVIS) flexible digital interface.  Not sure if this helps, but here is a list of available hardware components that you may need to complete the laptop to TV installation.
