Lvl up with lucky egg. Lucky egg doubles the amount of exp. obtained in battle. Lucky eggs can be found with chanseys. But they only have 5% chance of holding it.

Just follow the story as you play and if you beat the game, the best place to train at is the elite four. But if you want to EV train your pokemon for attack, defence, hp, spec. attack, spec. defence, or speed. Train on monsters in the wild. EV training is kinda long to explain but it's easily googable or you can find it on youtube. Goodluck training!

You should battle other people or keep re-battling the Elite 4. If you have an Action Replay or GameShark or some cheat device, you can use the Rare Candy cheat.
