  6. The best way is to replace parts that you find deficient or are worn 1st. This will vary for each rider and bike. Saddles, rear derailleur and pedals are common upgrades for MTBs.

Not enough information in this question to give a really good response, but assuming everything on your bike is functioning OK, then start with new wheels.  Wheels are rotating weight, and lighter wheels make the most dramatic difference in your performance.  Also, if you decide to buy a more expensive bike you can use the new wheels on that -- assuming you don't have a disk brake compatibility problem (wheels are either disk or not).

    If it's just generally not a good bike it's normally less expensive to buy a complete, better-quality, bicycle.  It's a basic truth of economics that an assembled product sells for much more piece by piece.
