However, UTC is planning to add 750,000 sq. ft. to

existing 1,000,000 sq. ft.

By comparison, Mission Valley has 150 stores, Seaport Village less than 70 stores in 90,000 sq.ft.

Horton Plaza is a nice one in downtown san diego, and also Plaza Bonita in Chula Vista.

It probably is Mission Valley, unless it finally floated away. If you consider Seaport Village a "mall" it might be bigger.
