plastic lanyard cord or plastic braiding cord.  It's used to make lanyards.

Some people call lanyards "scoobidoos."

You can find it in any craft store, and even walmart carries it.

It's called a lot of different things.  Boondoggling, Gimp braiding and so on.

It's called boondoggle  or lanyard and the plastic string is gimp.
